COVID-19 Bulletin No. 24: Toronto and Peel Move to Stage 3!

The Government of Ontario announced today, July 29th 2020, that effective Friday July 31st 2020, Toronto and Peel Region will be joining the rest of the public health units in Stage 3 of the Province’s Re-opening Plan. This comes just in time for the Civic Holiday long weekend!

Unfortunately, Windsor-Essex is still struggling with outbreaks and will not be permitted to move to Stage 3 this week.

As outlined in our COVID-19 Bulletin No. 22: Stage 3 and Condominiums, in Stage 3, all businesses and public spaces are permitted to open, subject to some restrictions, including, but not limited to the following:

1. Proper health protocols must be adhered to;

2. Social distancing requirements are still in place for those who are not in the same social circle;

3. Social circles are limited to 10 people;

4. Indoor gatherings are limited to 50 people;

5. Outdoor gatherings are limited to 100 people; and

6. Masks or face coverings are mandatory in indoor public spaces (please refer to our recently posted COVID-19 Bulletin No. 25 regarding masks in Toronto condominiums).1

Condominiums in Toronto and Peel Region will be permitted, as of Friday July 31st 2020, to re-open most of their indoor and outdoor amenities, excluding saunas and steam rooms. However, pursuant to Sections 117 and 26 of the Condominium Act, 1998, the Corporation is obligated to assess and reduce (or eliminate, where possible) the risks associated with re-opening and operating its amenities to ensure that the Corporation is able to reduce or eliminate possible transmission of the virus. For those looking to re-open their amenities, we encourage you to speak with your solicitor and property management to develop and implement proper protocols, policies, and rules, in order to manage the identified risks and ensure the safety of all residents, guests, and staff members.

1At a news conference held on July 29, 2020, Mayor John Tory advised that city councillors approved a plan to make face coverings mandatory in all common element areas in condominiums in the City of Toronto, including in elevators, lobbies, and laundry rooms. We will provide more information once more details are released by the City of Toronto.
